Asslamoalaium,
Aazaan se pehle Darood parhna biddat hi hai. Allah ke Rasool s.a.w. ki sunnat yehi hai k azaan ke baad her banda apne tor per Darood parh ker azaan ki dua parhe.
Lakin aazaan se pehle uss ke saath darood parhna Allah ke Rasool s.a.w. ne nahin bataia. Darood aik mustiqal ibaadat hai isse kissi aur ibaadat ke saath milana theek nahin, ager aik banda apne tor per darood parh raha hai to woh jab chahe parh sakta hai, lakin aise aazan se pehle darood kehna aur uss ko mamool bana lena iss ki daleel kia hai.
Kia aap samajhte hai ke Allah ke Rasool s.a.w. Aazaan ka tareeqa batate waqat yeh batana (naooz billah) bhool gae the.

nicely elaborated. ofcourse there is no such restriction in reciting Darood before or after the Azaan. the Only problem is that some times people take some thing which is not obligatory in nature, very strictly, and thus cause confusion.
